Recently, the General Office of the National Development and Reform Commission and the Comprehensive Department of the National Energy Administration jointly issued the Notice on Printing and Distributing the Progress Report on the Pilot Project of the Incremental Distribution Business Reform (Phase II) (hereinafter referred to as the “Notice”), requesting the first batch. In principle, the pilot project will be completed and put into operation before the end of June this year. The second and third batch of pilot projects should start construction before the end of July this year. The provinces (autonomous regions and municipalities) whose pilot progress is seriously lagging behind should not continue to declare follow-up incremental distribution Business pilot.

 

The "Notice" pointed out that after the issuance of the "Notice on Further Promoting the Reform of the Incremental Distribution Business", under the impetus of various measures, the understanding of various aspects was significantly improved, the work promotion was intensified, and the overall progress of the pilot project was accelerated, such as Shanxi. 28 pilot projects in Liaoning, Anhui, Henan, Guangdong, Guizhou and other places have started construction. Five pilot projects in Hebei, Shanxi, Fujian, Xinjiang Production and Construction Corps have been completed and put into operation. However, some regions have implemented poorly. The progress of the pilot projects is still slow. For example, there are still 12 first batch of pilot projects in Beijing, Tianjin, Zhejiang, Sichuan, Ningxia and other places. The owners are not identified, Inner Mongolia, Jilin, Heilongjiang, Guangxi, Shaanxi, etc. There are still 23 first batch of pilot projects that have not been designated for power supply. The Jiangxi, Hunan, Chongqing, Yunnan, Gansu, and Xinjiang Production and Construction Corps did not submit the progress of the pilot in time as required.

 

The "Notice" requires that relevant departments should earnestly implement the main responsibility and accelerate the pilot work of the incremental distribution business. In principle, the first batch of pilot projects should be completed and put into operation before the end of June 2019. If the owners have not yet been identified and the power supply area has been demarcated, the relevant work should be completed within 3 months and the construction should start as soon as possible. The second and third batch of pilot projects should be completed by the end of May 2019 to identify the owners, delineate the power supply area, and start construction before the end of July. If no significant progress has been made before the end of June, the National Development and Reform Commission and the National Energy Administration will conduct interviews with relevant regions and units. In principle, the provinces (autonomous regions and municipalities) whose pilot progress is seriously lagging may not continue to apply for the follow-up of incremental power distribution business. The National Development and Reform Commission and the National Energy Administration will cancel their pilot qualifications after they have assessed that they no longer have the conditions for the pilot. The important situations and problems in the pilot promotion should be promptly reported to the National Development and Reform Commission and the National Energy Administration.
